# Terms of Service Version: 2026-09-28-draft.1 Status: draft ## 1. Document status and operator This is a draft for review, not an agreement currently offered for acceptance. The legal operator, service address, contact email and applicable launch jurisdictions have not yet been confirmed. No acceptance of this draft is requested or recorded. Before these Terms take effect, the operator's identity and contact details, effective date and relevant legal arrangements must be published. CiThree is the service name; it is not a statement that an incorporated company with that name exists. ## 2. Who may use CiThree The intended service is for people who are at least 18 and have reached the age of legal adulthood where they live. Create an account using your own accurate information. Do not impersonate another person or create replacement accounts to evade restrictions. Email verification confirms access to an email address. Full participation requires approval of at least one genuine organization membership. Membership may later end without, by itself, removing the person's verified standing. A unique User ID identifies an account; it does not independently prove identity. ## 3. Organizations and their representatives Only an authorized representative may register or manage an organization account. Administrators review organizations; organizations check the identity and membership of applicants before approving them. Match the applicant to the exact User ID and request. Ask for appropriate evidence when necessary, and avoid collecting unnecessary documents. Verification is a process with limitations, not a guarantee of honesty, professional qualification or future conduct. If an organization is found to be false, associated accounts may be individually reviewed. Membership alone does not establish that every member acted dishonestly. ## 4. What ratings mean C1, C2 and C3 summarize subjective opinions and perceived treatment in different relationship circles. C1 covers qualifying current or historical same-group relationships. C2 covers qualifying overlapping employment in the same organization without a C1 relationship. C3 covers verified participants outside those relationships. C4 concerns professional ability and work performance, with eligibility based on current working relationships and specific company rules. Scores range from 40 to 100 and start at 50. They are weighted aggregates, not simple averages, percentages of competence, certifications or objective measurements of a person's worth. A higher score can inform a comparison, but does not guarantee suitability, truthfulness, safety or professional ability. Consider relevant independent information before making consequential decisions. Personal profile ratings are limited to three eligible actions in a rolling 30-day period and ordinarily one action for the same target in 90 days. Company limits depend on eligible membership size. A company rating carries more weight. Exact coefficients are not public. Public score displays are rounded. To make pressure harder to verify, personal rating submissions receive the same general response even when a limit prevents them from affecting the score. Eligible personal ratings are applied after a variable delay, normally 24–72 hours; company ratings can apply immediately. Successful submission is not a promise of an immediate or eventual score change. Ratings of publications are separate from profile ratings. They do not change the author's C1–C4 profile scores. One eligible rating per publication or sponsored reference is permitted; the profile-rating monthly quota does not apply to publication ratings. ## 5. Responsible participation Follow the Community Rules. Do not threaten, coerce, impersonate, coordinate deceptive ratings, buy or sell ratings, or use an account to harass others. Negative opinions are not automatically misconduct. Reports should identify the alleged prohibited conduct rather than merely disagreement with a score. Organizations must not use CiThree to punish lawful complaints, the exercise of employment rights or the decision to leave a job. Membership approval and ratings must not be demanded in exchange for unrelated benefits or used to create false professional histories. ## 6. Content and messages You retain rights you hold in your content. By submitting content, you authorize CiThree to store, process, format and display it as needed to provide the features and audiences you choose. This permission does not transfer ownership and is limited by applicable law and the Privacy Policy. Share only content you have the right to use. Do not disclose another person's confidential or sensitive information without a lawful basis. Recipients may save or copy material they can access; no setting can guarantee that a recipient will never redistribute it. Text messages and associated records are stored by the service. Some chat images are transferred between connected devices and kept in device storage rather than as durable image files on the server. Availability on another device, after clearing browser data, or from a backup is not guaranteed. ## 7. Reports, restrictions and review CiThree may investigate reported abuse, request proportionate verification and restrict access when justified by evidence or necessary to address an immediate security risk. Where appropriate, provide notice, reasons and an opportunity to respond. Urgent protective action may precede notice. The current product does not provide a self-service rating reversal tool. Reporting a score does not automatically remove it. Applicable rights to correction, restriction, deletion or other remedies are not waived by this technical limitation. The operator must establish a workable request and review process before activating these Terms. ## 8. Privacy and account closure The Privacy Policy describes actual data handling, including internal rating records. Public rating confidentiality does not mean that no rating history exists in the system. Account closure, deletion requests, fraud prevention and retention must be handled under applicable law. A future design intended to minimize rating history is not in effect merely because it has been discussed. Closing an account must not be described as deleting all records unless that is what actually occurs. ## 9. Changes to the service and these Terms CiThree may develop or change its design, features, rating logic, eligibility rules and technical operation. Material changes that affect users' rights, obligations, privacy or the meaning of ratings will be explained in a clear notice, with an effective date and advance notice where reasonably practicable. Urgent security or legal changes may need to take effect sooner. A material change does not authorize undisclosed retrospective rewriting of ratings or override mandatory rights. If a change affects existing scores, the notice should explain that effect. Updated legal documents will have a new version, and renewed agreement or consent will be requested when required. Earlier versions will remain available. You may stop using the service and exercise applicable data rights if you disagree with a change. Continued use is not a substitute for consent where the law requires an affirmative choice. ## 10. Availability and responsibility CiThree is an evolving service. Interruptions, errors and incomplete information can occur. Do not rely on it as the only source for employment, medical, financial or other consequential decisions. Each participant is responsible for their own conduct and content; the operator remains responsible for obligations imposed on it by law. To the extent permitted by applicable law, CiThree does not promise uninterrupted service or a particular outcome from a rating, verification or connection. Nothing in these Terms excludes liability or remedies that cannot lawfully be excluded, including applicable consumer and data-protection rights. No clause gives the operator blanket immunity from claims. ## 11. Questions and disputes The operator's contact details and governing-law arrangements remain to be confirmed before this draft can take effect. No exclusive court, compulsory arbitration provision or waiver of mandatory protections is imposed by this draft. Before activation, a public contact route must be available to people who cannot sign in as well as to account holders. Signed-in participants can currently use Contact us in their profile to contact the service team.
